ADDIS ABEBA – Communications sector regulator, Ethiopian Communications Authority (ECA), has invited today proposals for two new full-service telecommunications licenses with a deadline of 90 calendar days.
It said highly capable and interested telecommunications operators may take part in sealed bidding and submit their technical and financial offers for the two licenses, which will be issued in March/April 2021.
The Ethiopian government has decided to follow a ‘2 plus 1 market structure’ whereby two new operators will be allowed to work along with Ethio-Telecom.
ECA “intends to award two nationwide full‐service telecommunications licenses through a competitive bidding process,” said the regulator.
“To this end, the ECA has launched the Request For Proposals [RFP] for the award of these licenses, targeting worldclass telecommunications operators to become the new license holders within Ethiopia’s rapidly growing economy,” it added.
Briefing reporters today, State Minister of Finance Eyob Tekalgn said significant interest has been observed during the Expression of Interest (EOI) from giant companies to enter to Ethiopian market..
“But this RFP is open for all others,” Eyob said.
Ethiopian Communications Authority Director-General, Balcha Reba said that publishing the RFP is a significant step forward in the liberalization process and signals that Ethiopia is open for international and regional investment.
“By opening up Ethiopia’s telecommunication sector to the private sector and encouraging healthy competition, we will have best-in-class technology and more reliable services, providing better access to communications and digital service for the Ethiopian people,” he said.
